The Funds team took part in the all-Ukrainian round table “Assessment of damage caused by russian military aggression: successes, approaches and challenges”

The team of the State Property Fund, headed by the First Deputy Chairman of the State Property Fund  Denys Shuhaliiand Deputy Chair of the State Property Fund  Oksana Osmachko, joined the all-Ukrainian round table “Assessment of Damages Caused by russian military Aggression: Successes, Approaches and Challenges”. The event was attended by 47 participants, including representatives of the Council of Europe Office in Ukraine, the Notary Chamber, the Association of Ukrainian Cities, the International Register of Damages, the legal community, members of the Ukrainian Parliament, and the EU Pravo-Justice project.

The purpose of the meeting was to discuss

  • functions and sections of the International Register of Damages;
  • problems of enforcement of the compensation mechanism for reimbursement of critical infrastructure and state property;
  • lost profits of lease relations in the temporarily occupied territories of Ukraine;
  • the role of independent assessment in compensation for damage caused by russian military aggression.

Addressing the issue of sources of compensation for losses, damages or injuries, First Deputy Denys Shuhalii noted that one of the sources could be the proceeds from the sale of sanctioned property, in particular, the property managed by the Fund.

The participants discussed the challenges faced by businesses relocated from the temporarily occupied territories, as well as other problems and issues of vulnerable business entities that need to be addressed.

The role of the Methodology for Determining the Damage and Amount of Losses Caused to Enterprises as a Result of the Armed Aggression of the russian federation, developed by the State Property Fund jointly with the Ministry of Economy, which is used to assess the damage caused by the war to individual real estate and enterprises in Ukraine, and which is carried out by appraisers for clients, was discussed separately.  The methodology allows to estimate the costs of post-war reconstruction.  The provisions of this Methodology formed the basis of the “Guidelines for the Application of European Valuation Standards in Wartime Circumstances” approved by the European Valuation Standards Council.
