Dialogue with Spain: Supporting Reforms and Institutional Development

The Chairman of the State Property Fund of Ukraine, Dmytro Natalukha, met with Ricardo López-Aranda Jagu, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Spain to Ukraine.

During the conversation, the parties discussed the Fund’s priorities in the area of state asset management, the progress of large-scale and small-scale privatization, mechanisms for attracting foreign investors to Ukrainian assets, and European standards of transparency and accountability.

Special attention was paid to:

▪️ the privatization of strategic assets;

▪️ the handling of sanctioned property;

▪️ the development of the “Land Bank” project as a mechanism for the transparent sublease of state-owned land;

▪️ the creation of clear investment guidance for international businesses.

They also discussed opportunities for cooperation with the Spanish state institution FIAP, which acts as an operator for the Government of Spain and the European Union in the field of international technical assistance. This involves institutional support for reforms, the digitization of processes, and strengthening administrative capacity.

The Head of the State Property Fund of Ukraine emphasized that Ukraine is currently developing a new model for managing state property—one that is open, competitive, and aligned with international standards.

Following the meeting, the parties confirmed their readiness to cooperate and agreed on further information exchange to develop bilateral economic partnership.

International support is recognition of the correctness of the chosen course and an additional impetus for further transformation.
