The State Property Fund Joins the Discussion on the Legalization of Ukraine’s Automobile Market

A roundtable discussion was held in Kyiv on the legalization and improved regulation of the automobile market. The event was attended by Natalia Panova, Deputy Chair of the State Property Fund of Ukraine, and Svitlana Bulgakova, Director of the Valuation Department.

Representatives of government agencies, relevant committees of the Verkhovna Rada, business associations, and the automotive market joined the discussion.

The discussion focused on creating a transparent and competitive automotive market that ensures fair tax revenues for the budget, safety, and environmental standards.

In particular, Nataliya Panova, Deputy Chair of the State Property Fund, highlighted issues falling within the agency’s purview:

▪️The valuation sector in Ukraine is already undergoing reform and aligning with European and international valuation standards;

▪️approaches to the valuation of motor vehicles are being improved as a tool for transparent taxation;

▪️an updated system for the training and professional development of appraisers has been introduced;

▪️the quality of valuation has been improved as a factor in increasing revenues to the state budget.

The following were discussed separately:

 ▪️ the possibility of implementing mechanisms for generating appraisals for the sale of vehicles through a unified database;

 ▪️ the need for legislative changes, in particular amendments to the Tax Code of Ukraine, as well as improvements to the relevant legislation—the Law of Ukraine “On Property Appraisal.” 

Participants emphasized that the formalization of the automotive market requires a comprehensive approach—from updating legislation to implementing modern valuation tools and digital solutions.

The State Property Fund of Ukraine continues to work on increasing the transparency of valuation activities and implementing modern standards as an important component of economic development.
