Preserve, not lose. The State Property Fund launches a new project
The State Property Fund of Ukraine is launching a strategic initiative focused on public-private partnerships (PPPs)—a mechanism that will allow for the restoration and development of state assets without losing state ownership.
This concerns assets that are not subject to privatization because they have strategic, social, or infrastructural significance for the state. Therefore, they will remain the property of the Ukrainian people.
But the status of a strategic asset should not mean that the problem is left unaddressed.
That is why, at the initiative of State Property Fund Chairman Dmytro Natalukha and with the support of the architect of PPP mechanisms—People’s Deputy Ihor Marchuk—the Fund is launching a new approach to managing state assets.
The following legendary sites are being considered as the first pilot projects:
The “Kuyalnyk” Sanatorium (Odesa region), founded in 1834: a unique health resort with an international reputation for 192 years, but in need of comprehensive modernization to become a modern balneological resort.
The Palace of the Counts of Schönborn (Transcarpathia): an architectural gem from the Austro-Hungarian era that we must save from decay and transform into a model tourist destination of European caliber.
The key principle of the project is that the state retains ownership but attracts private capital, expertise, and management solutions to modernize and develop the facilities.
What this means:
• the state does not sell strategic assets but creates conditions for their development;
• the private partner invests in restoration and effective management;
• society gains modernized infrastructure and the preservation of important sites;
• the economy benefits from new investments, jobs, and development.
A special emphasis is placed on transparency and oversight. The implementation and coordination of the public-private partnership initiative at the Fund will be overseen by Natalia Panova, Deputy Chair of the State Property Fund of Ukraine.
This project is about a new model of state management of state capital: we are opening the door to investment to save what cannot be preserved by any other means. We cannot let assets fall into disrepair; we must find mechanisms to preserve them, develop them, and put them to work for the country’s economy.
