The State Property Fund of Ukraine and the European Group of Appraisers` Associations TEGOVA signed a Memorandum of Cooperation in the Field of Valuation Activities

The document was signed by Dmitry Natalukha, Chairman of the Fund, and Paulo Barros Trindade, President of TEGOVA.

TEGOVA is a leading European professional organization in the field of property valuation, uniting national associations of appraisers from European countries and serving as the developer of the European Valuation Standards (EVS).

The memorandum aims to foster cooperation in the field of professional valuation, and to introduce best European practices, professional norms, and internationally recognized valuation standards in Ukraine.

The parties agreed on:

  • exchanging information, knowledge, and best practices in the field of property valuation;
  • holding joint working meetings, seminars, consultations, and expert assessments;
  • cooperation on training, continuing education, and professional development for appraisers;
  • promoting the status of Recognized European Valuer (REV) in Ukraine;
  • cooperation on the development and improvement of European-level documents in the field of assessing damages and losses caused by armed aggression.

The Memorandum devotes special attention to the development of a methodology for assessing damages and losses inflicted on Ukraine as a result of the war. Cooperation with TEGOVA is intended to facilitate the implementation of approaches that will ensure the transparency and credibility of valuation results in the eyes of the European Union, international investors, financial institutions, and donor organizations participating in Ukraine’s recovery.

On the Ukrainian side, the coordination of cooperation and the preparation of the Memorandum were carried out by Nataliia Panova, who is responsible for the development of the property valuation system and the implementation of valuation reform in Ukraine.

We emphasize that the signing of the Memorandum is an important step toward harmonizing the Ukrainian property valuation system with European standards and strengthening international cooperation in the field of valuation.
