The State Property Fund is launching the transformation of the Kuyalnik Resort health resort into a major investment project—a future model for public-private partnerships in Ukraine
Deputy Chair of the State Property Fund of Ukraine (SPFU) Nataliya Panova, together with Ukrainian MP and author of the Law of Ukraine on Public-Private Partnerships Ihor Marchuk, representatives of the State Enterprise “Administration of the State Property Fund of Ukraine,” PJSC "UKRPROFOZDOROVNYTSA" and the trade union, visited the legendary sanatorium. The State Property Fund of Ukraine views this facility not merely as a historical landmark, but as a public-private partnership project in the form of a modern medical rehabilitation and wellness complex of international standard.

Reviving a Legend: From a Neglected Heritage to a Global Leader in Balneology: The Kuyalnik Resort is a place where 190 years of history meets the unparalleled power of nature. Our goal is to transform the decline of past years into the modern Kuyalnyk Rehabilitation Hub, preserving and enhancing Ukraine’s greatest treasure.
The Kuyalnik Resort Estuary offers resources that set a true global standard in balneology. The unique brine and sulfide-silt mud not only rival but actually surpass the therapeutic properties of the Dead Sea. Today, when restoring the nation’s health is our most important task, this healing energy is becoming a strategic asset of the state.
The project envisions the large-scale utilization of the estuary’s resources: we are creating the capacity to provide medical treatments. This will not only restore the Kuyalnik Resort to its status as a leading global health resort but also transform it into a place where natural heritage gives new life.
An effective model: Thanks to a public-private partnership, the state remains the owner of the facility, while the private sector provides professional management and modernization. This will allow us to implement European service standards without privatizing the asset.
Social mission: The project’s priority is to create an inclusive space for the comprehensive rehabilitation of veterans. This is an investment in human capital and the nation’s health.
