Ahead of the Ukraine Recovery Conference (URC 2026) in Gdańsk, Head of the State Property Fund of Ukraine Dmytro Natalukha opened the international discussion, “From Risk to Readiness: What Defines the Next Stage of Ukraine’s Recovery.”

The discussion focused not only on the country’s post-war reconstruction, but also on how Ukraine is already preparing today for large-scale investment and long-term economic growth.

During his remarks, Dmytro Natalukha emphasized that throughout the years of full-scale war, Ukraine has transformed from a country facing shock and uncertainty into one that has learned how to operate, develop, and implement large-scale reforms even under constant threats.

“Just a few years ago, Ukraine was perceived as one large risk. Today, we have not only learned how to manage challenges but have also created significantly greater predictability for businesses and investors. We know how to act, how to plan, and how to ensure the continuity of economic activity even under the most difficult circumstances,” said Dmytro Natalukha.


According to the Head of the Fund, it is precisely this resilience that enables Ukraine to move to the next stage—preparing for the country’s large-scale reconstruction.

“We are convinced that the scale of Ukraine’s recovery will continue to grow year after year. Once the war ends, this process will offer unprecedented opportunities for investors and businesses.
