Strategic Partnership: SPFU and Greek Challenge (GC) Join Forces Through the TIASI Metacluster

The State Property Fund of Ukraine (SPFU) and the TIASI Metacluster have launched a strategic partnership aimed at strengthening cooperation among Ukrainian, Canadian, and European stakeholders, investors, and partners to actively support Ukraine's reconstruction.

The partnership will explore opportunities for acquiring SPFU-managed assets, developing public-private partnerships (PPPs), and implementing best international  practices into the management of state assets and land resources, taking into account Ukraine's current realities and its prospects as a future member of the European Union.

The mission of the SPFU is a critical component of Ukraine's recovery. At the same time, TIASI's Quad Helix framework - bringing together academia, industry, government, civil society, and other superclusters - provides access to a broad pool of expertise. This ecosystem facilitates access to financing, promotes knowledge exchange, and accelerates the commercialization of projects across key sectors, including shipbuilding, aerospace, agriculture, advanced manufacturing, and others.

The partners will also explore the application of artificial intelligence (AI) tools for state-owned asset management and the restoration and management of land administered by the State Land Bank. In addition, the cooperation will support, expand, and promote the Belt of Peace initiative throughout Ukraine by implementing international best practices, strengthening professional capacity, and advancing compliance with EU directives, thereby reinforcing the country's European integration efforts.

Dmytro Natalukha noted that Ukraine currently offers unprecedented opportunities under truly unique conditions. According to him, the SPFU's role today extends beyond the traditional sale of state-owned assets - it is fundamentally about building investor confidence and ensuring that the war remains the only significant risk factor for international investors.

He emphasized that the partnership with TIASI represents an important step toward attracting international capital and advanced technologies, highlighting that the presence of foreign investors in Ukraine's economy is a critical component of the country's broader security architecture.
