Investments without privatization: the Fund launches a new initiative — Public-Private Partnerships

The State Property Fund has launched a new phase in the development of its investment attraction tools. The Fund’s Public-Private Partnership (PPP) Office has officially begun operations — a team that will oversee the preparation and implementation of projects capable of transforming the country.

A public-private partnership (PPP) is a modern mechanism for cooperation between the government and the private sector that allows for the attraction of private investment and management expertise to develop state-owned assets. The key advantage is that the asset remains state-owned, while the private partner invests in its restoration, modernization, operation, and development under contractually defined terms. This makes it possible to implement large-scale projects, create new jobs, improve the quality of services, and unlock the potential of state assets without disposing of them.

The first pilot projects, on which work has already begun, are:

The “Kuyalnik” Sanatorium — one of Ukraine’s most famous balneological resorts, which has all the prerequisites to become a modern international center for medical rehabilitation and wellness;

The Palace of the Counts of Schönborn — a unique historical landmark in Zakarpattia that, thanks to the PPP mechanism, can be revitalized while preserving its cultural value and opening up new opportunities for tourism development.

The launch of the PPP Office marks the beginning of systematic efforts to build high-quality partnerships between the government and the private sector. Our goal is to attract investment and modern management solutions for the effective use of state assets.

The Public-Private Partnership Office will operate under the leadership of Natalia Panova, Deputy Chair of the State Property Fund, who coordinates this area and the implementation of related projects.
