«Large-scale Privatization of Prisons»: Taras Yeleyko spoke about the privatization of a prison in Lviv
On July 3, 2021, an online auction will be held for privatization a single property of non-operating state institution “Lviv Penal Colony (No. 48)”.
Taras Yeleyko, Deputy Chairman of the State Property Fund of Ukraine, spoke about this on the local Lviv television.
The Penal Colony No. 48 has not been working since January 2008, but the State Budget spent more than UAH 20 mil on its maintenance. Building and construction are half-destroyed and cannot be used for their intended purpose.
“The asset has a high investment potential due to its location, large area and the size of a land plot. Non-operating prison, which occupies almost whole block in the center of Lviv, will be put up for auction”, Taras Yeleyko told.
Separate properties of the prison are located at two addresses: 2, Khutorivka St. and 4 Khutorivka St.
Main assets on the institution’s balance sheet are land plots (the permanent use right) with a total area of 11.6252 ha: 10.6678 ha at 2, Khutorivka St. and 0.9574 ha at 4, Khutorivka St.
Manufacturing, special buildings and constructions with a total area of 38,966.7 sq. m. are located at 2, Khutorivka St. The list of real estate at this address has about 90 units. In addition, 3units of real estate with a total area of 869.6 sq. m. are located at 4, Khutorivka St.
All the necessary communications are connected to the object: electricity, water, sewerage, heating networks.
“From the privatization side, this is a “win-win” case for everyone: the Ministry of Justice of Ukraine will receive the funds for the construction of new and reconstruction of the old infrastructure, the city will receive the renovation of the territory, investment and new jobs, as well as the state will receive the many for the Budget”, Taras Yeleyko summed.
The separate property of the Lviv Penal Colony No. 48 will be put up for auction in two lots. Starting prices are UAH 132,674,304 and UAH 3,386,294 respectively. Applications for participation in an auction are accepted until 2nd June.
The privatization of the Lviv Penal Colony No. 48 is carried out within the framework of a joint project of the State Property Fund of Ukraine and the Ministry of Justice of Ukraine. The project envisages a sale of 35 inactive penal colonies at the transparent auctions.
