Service of the real estate automatic valuation evaluation.spfu.gov.ua creates new opportunities for citizens of Ukraine, - Yuliya Byelova says

On July 16, 2021, Yuliya Byelova, Deputy Chairman of the State Property Fund and experts of the Fund held a practical online seminar «New service of the real estate automatic valuation» with the participation of a wide range of experts.

During the event, Yuliya Byelova informed the participants and viewers of the broadcast about new opportunities created by the service of the real estate automatic valuation for citizens and professional appraisers - evaluation.spfu.gov.ua.

Thus, this service is an alternative free service that any citizen of Ukraine can use to obtain a certificate of estimated value of a real estate object for those transactions that require taxation.

«If the certificate of the value of real estate is not required in accordance with the norms of the Tax Code, it is no right to demand it. And it is needed only in cases of taxation of personal income from the sale, exchange or inheritance of own real estate,» - Yuliya Byelova said.

At the same time, according to the Deputy Chairman of the State Property Fund, citizens can use reports of professional appraisers on the market value of objects for real estate transactions.

«For transactions, both a certificate of estimated value of real estate and reports of professional appraisers can be used. Every citizen can contact a professional appraiser to determine the market value of a particular real estate object, taking into account all its parameters that affect the cost,» - Yuliya Byelova,  Deputy Chairman of the State Property Fund said.

According to Yuliya Byelova, if the appraiser's report on market value is within 25% of the Unified Database data, it is automatically registered in the database; if the deviations exceed 25% then it can be submitted to the State Property Fund for review.

The review of market value reports is carried out with the verification of compliance by professional appraisers with the methodology determined by the standards of valuation activity, and subject to strict and professional compliance with all requirements - the report is automatically registered in the Unified Database of Reports.

Yuliya Byelova also emphasized that the creation of the service has greatly simplified and improved the procedure for sending reports on the market value of real estate for peer review to the State Property Fund. From now, it can be done not only by professional appraisers, but also by the customers themselves online through the Unified Database User Cabinet.
