2025 Results: Outcomes of Implementing Legislative Changes in the Field of Professional Valuation Activity

2025 became an important stage for the Ukrainian property valuation market. Following the entry into force of amendments to the Law of Ukraine "On Valuation of Property, Property Rights and Professional Valuation Activity in Ukraine", the SPFU focused on the implementation and practical execution of the updated regulatory requirements, as well as on providing proper organizational support for the functioning of the professional valuation system.

The changes covered the updating of the regulatory framework, the rebooting of the professional training and advanced training system for appraisers, and the updating of professional responsibility mechanisms.

In 2025, the State Property Fund of Ukraine developed and adopted a number of key regulatory acts that formed an updated institutional and procedural basis for the functioning of the property valuation market, in particular:

  • Code of Professional Ethics for Appraisers;

  • Regulation on the issuance and revocation of certificates of valuation activity subjects;

  • Orders on regulating specific issues of professional valuation activity and introducing a new form of the appraiser's qualification certificate;

  • General requirements for training programs and professional training of appraisers;

  • Regulation on the Qualification and Disciplinary Commission of Appraisers;

  • Procedure for recognizing the status of a self-regulatory organization of appraisers.

The central event of 2025 was the campaign to reissue appraisers' qualification certificates and issue new-format certificates. This was conducted to update the property valuation directions under which professional valuation activity is carried out in accordance with current legislation.

Based on the results of the work carried out:

  • over 3,500 applications were processed;

  • the professional status of 2,746 appraisers was confirmed;

  • 5,551 qualification certificates were issued, taking into account various valuation directions;

  • over UAH 1.68 million went to the state budget for the issuance of new-format appraiser qualification certificates.

An important component of the functioning of the property valuation market in 2025 remained the Unified Database of Valuation Reports. This state information and communication system is used to ensure the determination of the estimated or market value of real estate for taxation purposes when concluding real estate transactions. During the year, 258,500 valuation reports and 238,900 electronic certificates were generated in the Unified Database, which were used by notaries when certifying real estate transactions.

The Fund's strategic tasks for 2026 include:

  • launching updated programs for basic qualification training and a system of continuous professional training for appraisers;

  • conducting inspections of valuation activity subjects regarding their compliance with the requirements and conditions defined by legislation when carrying out valuation activities;

  • conducting an audit of the activities of self-regulatory organizations of appraisers.

The implementation of the Fund's measures in 2025–2026 is aimed at forming a professional, transparent, and competitive property valuation market and aims to increase trust in the results of valuation activities in Ukraine.
